Summary of role
To manage and take full responsibility for ensuring:
- that the highest standards of nursing and personal care are delivered to the residents at all times, and that the rating by the CQC is maintained at least at ‘good’.
- Ensuring that the home is operated effectively 24 hours a day, seven days a week. Whilst the normal working hours are 0900-1700 Monday to Friday, it is expected that the occasional weekend, early morning, evening and night visits will be made to verify quality of service.
- effective marketing, operational efficiency, and maintaining / building on the reputation of The Care Facility.
- that all legal obligations are met, principally under the Health and Social Care Act 2008, Health and Social Care Act 2008 (Regulated Activities) Regulations 2009, and the Care Quality Commission (Registration) Regulations 2009.
- the employment and rostering of sufficient staff with the appropriate skills to meet residents’ needs, in agreement with the Managing Director, using a dependency system as a guide.
- the implementation of all policies and procedures of The Care Facility.
- the safety of all residents, visitors and staff.
Principle accountabilities 1: resident care and quality of service
- Ensuring that care is assessed, planned, implemented, evaluated and fully documented using a person-centred approach for each resident.
- Auditing at agreed intervals the resident’s care records, correcting deficiencies and reporting outcomes, to ensure the implementation of these plans and that nursing and care practices are current and appropriate for the individual client.
- Ensuring that each resident’s care is reviewed monthly, and that residents and families / representatives are fully involved.
- Ensuring that care practices are current and research-based wherever possible
- Maintaining comprehensive accident and incident records.
- Ensuring that all complaints are fully investigated, actioned, documented, and responded to sensitively.
- Reporting adverse issues in a timely fashion to the General Manager as appropriate, and to the statutory authorities if necessary (e.g. CQC via Regulation 16/18 Notices, and SoVA).
- Ensuring that medicines handling, administration, ordering and storage is safe, and compliant with legislation and current guidance issued by the NMC and the Royal Pharmaceutical Society.
- Communicating effectively with residents, relatives, staff, and others.
- Ensuring health and safety at The Care Facility’, including safe systems of work.
- Ensuring that staff are developed professionally and deliver up-to-date research-based practice through training and supervision.
- Conducting unannounced out-of-hours visits to ensure standards are maintained throughout each 24-hour period.
- Being available on-call to provide advice and, if necessary, to come into the Home when not on duty subject to on-call management rota arrangements.
- Conducting monthly audits on key areas such as complaints and incidents, and preparing regular management reports to inform and demonstrate current issues and achievements.
Principle accountabilities 2: organisational performance
- Ensuring compliance with the Health and Social Care Act 2008, Health and Social Care Act 2008 (Regulated Activities) Regulations 2009, and the Care Quality Commission (Registration) Regulations 2009.
- Ensuring the demonstration of compliance with the Essential Standards of Quality and Safety (CQC, March 2010), by completing the Provider Compliance Assessments (PCAs) on all 16 key outcome standards, keeping these up to date, and maintaining an Evidence File.
- Being fully aware of the competition in the area, including occupancy, fee and pay rates to inform good decision-making to maximise the balance between profit, quality, and competitiveness.
- Ensuring occupancy and fee income levels meet agreed objectives through marketing initiatives including open days, advertising and maintaining excellent communications with commissioners and the local community.
- Reporting and managing adverse variances in organisational performance.
- Ensuring all policies and procedures reflect current legal requirements, required standards and best practice, and are evidenced as being regularly reviewed.
- Maintaining good links and relationships with external agencies, e.g. GPs, Social Services, Primary Care Trusts and the Care Quality Commission (CQC).
Principle accountabilities 3: human resources
- Ensuring that all registered nurses are currently registered with the NMC, and work in accordance with the NMC Standards of Conduct, Performance and Ethics for Nurses and Midwives – 2008.
- Ensuring that all care assistants work in accordance with the General Social Care Council (GSCC) Code of Conduct, and that at least 50% of care staff have achieved NVQ2 or higher.
- Maintaining full accurate duty rotas for all staff, including on-call rotas.
- Maintaining comprehensive staff records to demonstrate residents are fully protected by only employing staff after full employment checks in accordance with the legislation have been made as to their fitness and suitability to work with vulnerable adults, and that each member of staff is suitably trained and supported.
- Ensuring that all staff receive appropriate induction and in-service training & development, including the production of an individual personal development plan (PDP) for each member of staff.
- Ensuring appropriate staff appraisals, performance reviews and formal supervision sessions are conducted, rewarding good performance, and using and following capability and disciplinary procedures as necessary.
- Providing leadership to all employees, setting a high standard in conduct and dress.
- Ensuring that all staff work in accordance with Company policies and procedures.
Principle accountabilities 4: health and safety
- Ensuring that all staff use and understand safe systems of work at all times based on full risk assessments, both for individual residents and for the Home environment in general.
- Ensuring the security of The Care Facility to maintain the safety of residents and staff. This includes managing the movement of residents around and outside the buildings, reviewing and updating procedures on door locks as necessary.
- Ensuring appropriate risk assessments, procedures and risk management plans are in place to ensure the safety of residents, visitors and staff. This includes fire safety and evacuation, COSHH, and management of environmental hazards.

Position: Registered Care Manager (Nursing)
Responsible to: Registered Service Provider(s)
JOB DESCRIPTION
To be responsible for the day to day running of the Home, and to promote professional, administrative and financial arrangements, training and care planning within the Home. To maintain and monitor the health and welfare of service users and to manage the staff group to optimum and efficient effect. To maintain the building to an acceptable standard.
RESPONSIBILITIES
- To communicate a clear sense of direction and leadership which is related to the aims and purpose of the Home.
- To develop strategies, which enable staff, service users and other stakeholders to affect the way the service is delivered.
- To ensure that the process of managing and running the Home is open and transparent.
- To ensure creativity and innovation through the management of planning and practice.
- To comply with the GSCC Code of Practice, the NMC Code of Practice.
- To delegate responsibilities within legal boundaries.
- To ensure all staff undergo regular supervision.
- To liase with the Registered Service Provider(s) on matters relating to the well running of the Home.
- To ensure that staff meetings and service user consultation takes place at regular intervals.
- To attend handover of shifts.
- To ensure that all polices and procedures are adhered to.
- To maintain good working relationships with all stakeholders.
- To control any finances agreed with the Registered Service Providers.
- To monitor and ensure that service user Care Plans are carried out empathetically and efficiently.
- To ensure that staff are appropriately trained.
- To be up to date with developments in care, to attend training courses as required.
- To contribute to the Home’s Development Plan and other strategies.
- To ensure that all matters relating to staff appointments, and any disciplinary proceedings are carried out efficiently and effectively and in accordance with good practice.
- To ensure that any complaints are investigated in accordance with the Home’s Complaints Procedure.
- To ensure that the Home (as far as possible and practicable) complies with NCSC Minimum Standards.
- To ensure that the Home complies with the CQC Essential Standards for Quality and Safety, Care Standards Act 2000 and the Care Homes Regulations 2001, other relevant legislation.
- To be the responsible person for Health and Safety and Infection Control.
CLINICAL
- To ensure that the procedures relating to the administration of medicines/ controlled drugs to service users is adhered to by all staff designated to administer medicines/controlled drugs.
- To ensure that clinical procedures are carried out effectively and follow good practice guidance.
- To ensure that tissue viability/ wound management are carried out effectively and follow good practice guidance.
- To ensure that all nursing staff have a current PIN number.
- To ensure that all nursing staff upgrade their individual learning as required and maintain an appropriate personal portfolio.
- To undertake further clinical training as required in furtherance of good practice and continued learning skills.
- Communicate and cooperate with medical and paramedical staff regarding the care and treatment of service users and ensure that all treatment and instructions are carried out and documented.
CONTRACTED HOURS
The hours of work are flexible to allow for the exigencies of the service. Basic hours of duty will be from 8.00 am to 4.00 pm Monday to Friday. At least once a month a rostered shift must be completed to ensure ‘hand on’ supervision. An occasional night drop in must also be completed.
QUALIFICATIONS
First level Registered General Nurse (RGN) qualification,
Relevant management qualification (e.g. Registered Manager’s Award), and
minimum of two years experience in a senior management capacity in the relevant social care field, within the past five years.
CONFIDENTIALITY
Confidentiality is of prime importance in the normal course of duty. The post holder will have access to confidential information relating to service users and other stakeholders. Such information must not be communicated to anyone, unless prior permission has been given, there is a danger to health, or for legal reasons.
